Ilyich to increase output and continue repairs in October

The Ukrainian flat steel producer Ilyich Iron and Steel Works of Mariupol (Ilyich) has said that, following its September output decrease mainly caused by the accident at its power plant, in October this year it plans to produce 414,000 mt of pig iron - up 12.5 percent month on month, and 500,000 mt of crude steel - up nine percent month on month.



According to Ilyich's general manager Vladimir Boyko, currently the most important thing for the plant is to ensure the implementation of its working schedule and to operate the rolling mills 1700 and 3000 at full capacity.

Cooperation between CCS and Newcastle University

September 1, 2010, China Classification Society (CCS) and Newcastle University held the ceremony of signing the MOU on continuing professional development (CPD) programmes in the University of Newcastle. Both sides reached a common understanding of co-operation Continuing Professional Development programmes, advanced technical workshops and Research and Development related to marine and offshore engineering technologies and decided to start with the Continuing Professional Development programmes. Vice Minister of Transport Xu Zuyuan attended the ceremony and delivered his speech. On behalf of the two sides, Mr. Li Kejun, CCS President and Mr. Chris Brick, Vice Chancellor of the Newcastle University signed the Memorandum. Lord Shipley, Leader of the Council of Newcastle City and Mr. Sherlock, Her Majesty's Lord Lieutenant of Tyne and Wear, Mr. Ju Chengzhi, General Director of International Cooperation Department of MOT, and Mr. Li Guangling, Maritime Counsellor of the Chinese Embassy in London also attended the signing ceremony.
Mr Xu Zuyuan said, development, challenge and cooperation are the main theme facing the current international maritime safety, environmental protection, clean energy and other fields. China and Europe are highly complementary. In the shipping sector of both the East and the West, cooperation is the best approach of development to promote technological innovation and social progress. It is undoubtedly an innovative step between China Classification Society and the Newcastle University to start the cooperation on technology, science, management and training.
Mr. Li Kejun expressed, CCS has been actively its internationalization strategy. In 2006 when CCS took the chairmanship of the International Association of Classification Societies (IACS), he used the concept of the Maritime Technology Bank (MTB) to describe the function of classification societies which rely on their "technology capital" accumulated to provide different varieties of "technical functions" for their customers including ship owners, shipyards, maritime regulatory bodies, flag administrations, insurers, etc. To achieve the target of providing better quality technical services, classification societies need continued knowledge refreshment and technical innovations in order to make the good use of the state-of-the-art technologies and maintain their unique role in ensuring international shipping safety and maritime regulatory development. Advanced educational bodies like Newcastle University are the sources of providing knowledge of refreshment for such state-of-the-art technologies, including advanced technologies in marine engineering, offshore engineering, subsea pipeline, subsea production and clean energy. This mode of good cooperation in modern CPD programmes between CCS and Newcastle University will definitely help to transmit and extend the knowledge throughout the entire maritime industry and finally change them into value added technical services (MTB Banking Services), so to benefit both of us and the industry at large
Newcastle once played an important leading position in the British Industrial Revolution, the application of steam engines and the establishment of the train track systems.
Newcastle University is a leading university in marine science and technology in Europe and has a high reputation in the maritime, transportation and many other fields in UK and even around the world.
CCS is a fastest growing and influential classification society in the world, sticks to her development strategy led by science and technology and provides services for shipping, shipbuilding, offshore engineering and related manufacturing industries.
The cooperation between the two sides will work out most successfully with great prospect and expectation and have a positive influence upon the maritime industry.

中国船级社(简称CCS)成立于1956年,是中国唯一从事船舶入级检验业务的专业机构。中国船级社通过对船舶和海上设施提供合理和安全可靠的入 级标准,通过提供独立、公正和诚实的入级及法定服务,为航运、造船、海上开发及相关的制造业和保险业服务,为促进和保障人命和财产的安全、防止水 域环境污染服务。

    中国船级社是国际船级社协会(IACS)10家正式会员之一,并先后于1996年至1997年、2006年至2007年担任IACS理事会主席。CCS最 高船级符号被伦敦保险商协会纳入其船级条款,享受保费优惠待遇。截至2008年年底,CCS接受28个国家或地区的政府授权,为悬挂这些国家或地 区旗帜的船舶代行法定检验。CCS还是国际独立油轮船东协会(INTERTANKO)和国际干散货船东协会(INTERCARGO)的联系会员。 CCS在国内外设有逾60家检验网点,形成了覆盖全球的服务网络。截止2009年12月31日,我社入级船队突破历史新高,达到2282 艘,3445.8万总吨。

中国船级社CCS船用锻钢件认可指南

A 概述

A.1 目的

中国船级社船用锻钢件认可指南是在本社《材料与焊接规范》和《产品检验规则》的基础上制订的指导性文件供制造厂/申请方了解本社对锻钢件进行认可 的条件和要求。

A.2 范围

本指南适用于生产为船舶、海上平台、机械、传动装置、锅炉和受压容器等设备提供锻钢件的制造厂。为此,锻钢件的制造厂必须取得本社工厂认可。其生 产的船用锻钢件经本社的检验合格后,签发船用产品证书,并在产品相应部位标有上本社印记(钢印)供用户选择。

对于向锻造厂提供钢锭、锻坯或批量供应轧材的制造厂可参照本指南执行。

A.3 认可条件

为使锻钢件制造厂能取得本社工厂认可,制造厂应向本社证明工厂拥有必要的制造、加工和试验设备,并由合格的管理人员进行有效地监督管理,从而使本 社认为满意。并在验船师监督下实施事先确定的认可试验,试验结果应满足本社规范、相关标准及技术条件的要求。经本社评估满意,将向制造厂颁发工厂 认可证书。经本社认可的制造厂和认可范围将由本社定期对外颁布。

A.4 认可的有效期

本社颁发的工厂认可书有效期一般为四年,以颁发证书日期计算。认可后,制造厂应接受本社每年一次的年度复查。年度复查将由本社验船师对制造厂进行 一次现场核查或进行相关产品的检验和试验,通过符合原认可条件后,将在认可证书上进行嫂署,以确认认可证书保持有效。

A.5 认可费用

申请者有责任按照本社收费通知单在规定的期限内向本社支付有关认可费用 (包括相关差旅费用)。

即使申请者在认可工作开始后撤消申请或者由于试验、现场审核不能满足本社要求而未获得本社认可证书,申请者同样需要支付已发生的相关费用。

B 申请和资料提交

B.1 申请和资料提交

具备上述认可条件的制造厂可向本社当地检验机构提出书面工厂认可申请书并提交下列有关资料文件一式三份。

1、申请认可产品明细:锻钢件类别及用途,材料种类,申请认可最大锻件重量及相关尺寸、冶炼方法、脱氧方式、精炼方式、浇注方式、锻造方式(自由 锻模锻连续纤维锻等)、热处理方法和交货状态等。

2工厂概况:工厂历史及现状、生产品种及生产规模、申请认可产品的生产/开发历史、注册商标和取得其它检验机构或认证机构的情况等。

3生产设备情况包括下列设备相关的技术参数

(1)冶炼、炉外精炼及真空处理设备

如果制造厂不具备冶炼设备,其锻造用料(钢锭、锻坯)必须由经本社认可的钢厂或锻造厂生产提供,并提供锻造用料来源厂的名单。

(2)锻造设备的最大锻造能力、锻造形式、锻压操作机以及行之有效的特殊锻造方法。

(3)加热炉及热处理炉的型式、容量、燃料种类、加热方式、温度鞚制方法、测温点的布置以及热处理采用的冷却装置。锻件表面强化处理方式和设备 (如有时)。

(4)相关的起重设备冷校直设备等。

4测试试验设备:化学成份分析、力学性能试验、低倍检验、金相检查、无损检测等设备清单(包括名称、型号、能力、范围、制造厂以及法定检验单位和 鉴定有效期),无损检测人员持证情况及适任的级别。

5简述基本生产工艺流程并详述生产流程中的检验、监鞚点及检验内容、要点。

6产品实物水平及质量鞚制的情况:

(1)企业内鞚标准/出厂保证条件

(2)近半年来的产品质量统计分析报告

(3)典型产品的实用案例

(4)用户反馈信息

7、工厂质量管理机构组成质量手册及相关的质量鞚制文件。

B2 现场评估及认可受理

对于初次申请本社认可的制造厂,本社检验机构在对提交的申请书(文件)和资料进行初步审查后,必要情况下将指派验船师对制造厂生产现场进行初步评 估(生产设备检验试验条件)以决定是否受理认可申请。

C 认可试验

C.1 目的

根据工厂申请认可的锻钢件种类及范围,并结合工艺路线的不同,选取代表性(典型)产品,按照本社规范相关标准和技术条件的要求确定试验项目,对产 品实物进行检验和试验,以判定制造厂是否具备生产申请范围内的船用铸钢件的能力和条件。

认可试验大纲一般由制造厂结合申请认可产品类别、范围和订货合同,确定典型产品进行编制。该大纲须经本社批准,也可由本社拟定经制造厂确认接受。

C.2 典型产品选取原则

(1)不同锻造方式(自由锻、模锻、连续纤维锻等)应分别选取典型件。

(2)根据申请认可产品的锻件类别(结构用、轴系、齿轮锻钢件等),原则上每类别锻件选取一个具有代表性的典型产品。如果类别不同,但锻件材料、 形状或钢级相接近时,可考虑增加典型产品选取的数量。

(3)初次认可时,至少应选择一件能反映制造厂最大锻造能力(最大重量或最大尺寸80%以上),具有代表性的典型产品。

(4)典型产品结合现有订货合同选取,对船用锻件,该产品设计图纸及技术条件须事先得到本社认可或审批。如果不是船用锻件,该产品材料的技术条件 要基本符合本社规范对该类别锻件的要求。

(5)典型产品的制造方法应符合本社规范对该类别锻件的要求。

(6)典型产品的最终选取要得到验船师确实认。

C.3 典型产品相关资料

对选定典型产品做认可试验的锻件制造厂应提供下述资料:

(1)订货合同及技术协议书。

(2)锻件产品图纸及材料技术要求包括 化学成份力学性能及无损检测要求。

(3)锻件生产流程图。

(4)冶炼工艺钢锭尺寸及重量钢锭首尾切除量。

(5)锻造工艺及锻造比。

(6)热处理工艺。

(7)锻件试验材料取样图(包括力学性能和低倍试验)。

C.4 认可试验项目

典型产品取样、试样加工须经本社验船师见证并标记钢印。

(1)化学成份分析(包括熔炼分析和锻件产品分析):C、Si、Mn、S、P、Cr、Ni、Mo、Cu、Nb、V、Ti、Als(必要时可增加 [N][H][O])。

(2)低倍组织检验:该试验主要针对轴系、管类锻件。取样部位一般为浇、冒口两端或在冒口端距锻件表面为直径的1/2处切取。低倍组织检验结果应 符合下列规定:

锻件横截面酸蚀低倍数组织试片或断口上不得有肉眼可见的缩孔、气泡、裂纹、夹杂、翻皮和白点。

对于大型锻件,除低倍组织检验外 还应进行硫印检验,来检验锻件中呈现钢铁中硫分布情况。采用标准:JB/EZQ6134《大型轴类锻钢件硫印试验方法及评定》予以检验和评定。

(3)高倍金相检验

非攫属夹杂物的金相检验和晶粒度应符合表列要求。

(4)拉伸试验及硬度检查

拉伸试验试样数量及位置,取决于锻件重量及尺寸,本社规范有明确规定。对较小锻件典型产品应至少一组拉伸试验。硬度试样可取自拉伸或冲击试样。试 验项目包括σs、σb、δ、ψ和HB,并提供拉伸试样的记录纸。

参照标准GB228 《金属拉伸试验方法》

GB231 《金属布氏硬度试验方法》

(5)冲击试验

试样型式应采用标准夏比V型缺口试样。试验温度为常温或技术条件规定的温度。测量结果应包括冲击功和断口纤维百分数(或结晶度)。

(6)超声波检测

在机加工到适当阶段和最终热处理后,应对锻钢件进行超声波检测,锻件的超声波检测的质量等级评定,应符合锻件图纸或合同的技术要求。参照检验标 准:

ZBU 《船用锻件超声波探伤》

(7)其它:

①对精加工交货的锻钢件应进行表面着色或磁粉检测,以检查锻件表面或近表面缺陷。

②整体曲轴采用模锻或其他保证曲轴的锻造纤维具有连续性的锻造方法,除锻造工艺规程提交本社认可外,还要进行有关试验证实该锻钢件具有良好的连续 纤维组织。

③对锻件表面进行表面处理和化学热处理的锻钢件(如齿轮),除了进行表面硬度测定外,还要测定表面淬硬层分布状况和淬硬层的深度。

④对于工作温度高于350℃的锻钢件,应测定高温力学性能数据。

⑤对锅炉、受压容器和管子用空心锻钢件应进行必要的水压试验。

⑥对奥氏体不琇钢锻件,应进行抗晶间腐蚀试验。

⑦对专利技术生产的船用低速柴油机锻件必须满足批准的专利技术条件规定的要求。

C.5 试验地点

通常,认可试验在工厂试验室进行,本社认为有必要时,部分试验目项将安排在本社认可的验证试验机构进行。

C.6 试验报告

(1)认可试验需经本社验船师见证,并签署原始记录。

(2)试验前,制造厂应出示测量试验设备的计量鉴定证书供验船师现场核查,同时提供这些鉴定证书的清单及复印件。

D 现场审核

本社工厂认可的现场工作包括认可试验和现场审核两部分,在认可试验进行期间,本社验船师将按照本社《产品检验规则》中关于"工厂及其质量鞚制"的 要求,对制造厂设备能力、工艺鞚制质量管理情况进行现场核查和检查,以判定制造厂是否具备批量生产船用锻钢件的能力和条件,以确认制造厂符合本社 工厂认可文件规定和规范要求。
